The Senior Adeptus Arbites Precinct Marshal of Sinophia Magna, Sinophia, was the head of the Arbites forces in Sinophia Magna. Unfortunately, he was cooperating with a daemonic entity in the Arbites' new HQ, Haarlock's Folly at the edge of the city, and in the process you found him out and killed him.
