My Lord Inquisitor, Master Vink, Master Ravion,
as of today, we have completed our meticulous analysis of the object recovered from the maxilla of Makarius Grel.
Unfortunately, however, I must report that we have thus far failed to ascertain the exact nature of the device, nor has any single one of the experts on staff at the Bastion been able to determine its function. It does seem to react to the presence of a nearby electromagnetic field by emitting an EM field of its own, interleaving the signatures and actually reacting to changes in the external field by adjusting the field it creates itself. How or why this is achieved, however, we thus far cannot explain.
The implantation of the device into a convicted prisoner has not shown any effect on him, even when he was made to repeat the last words of Grel. We can thusly assume that if the device was in fact responsible for the death of the captain, it did not do so by recognizing generalized speech patterns.
The device's technology is extremely advanced. The complexity of its interior components significantly surpasses anything which could be manufactured by means available to the Mechanicum. We must, therefore, conclude that it is in fact either an unusual piece Archaeotech or indeed of Xenos origin. The latter theory is supported by the fact that a search of all available Mechanicum and Inquisitional archives found only two types of item ever recorded to have a similar technology laced into them - a card resembling one of the Emperor's Tarot, first aquired by a cell of Acolytes on Iocanthos and the so-called "Harmony Meters" distributed by a cult called the "Joyous Choir" which operated on Scintilla before being brought down in 815 M41.
In the hopes that these insights will allow you to shed some light on the canvas of this mystery,
I remain your faithful servant,
Magos Explorator Dorn
